Mustafa Arif Bey
Interior Minister of the Ottoman Empire, 1917–1918
Mustafa Arif served as Interior Minister succeeding Talat Pasha after the latter had stepped down from office. In regards to the massacres, Arif was especially known for establishing a governmental commission that examined the events. On March 18, 1919, the commission concluded that 800,000 Armenian died during World War I. The figure became reputable after other Turkish historians such as Yusuf Hikmet Bayur used the figure in their research and writing.
